The Javits Center has developed fall prevention guidelines to reduce work-related injuries and ensure a safer environment during the move-in and move-out periods. These recommended guidelines will help General Contractors, Exhibit Appointed Contractors,
Exhibit Booth Owners, Fabricators and workers identify a fall hazard and determine the most effective ways to prevent injury. Effective immediately, each contractor must designate a safety coordinator, who should be available while work is being performed. Before work commences, this safety coordinator will be trained by Health and Safety Manager Madeline Morano to ensure a clear understanding of safety policies and procedures and proper oversight and enforcement by the safety coordinator.
A) Elevated Walking/Working Surfaces:
Where unprotected heights are greater than or equal to six (6) feet and where walking/working surface is less than 6’ from an edge, fall prevention measures shall be taken by one of the two preferred control measures:
• The installation of guard rails; or
• The installation of fall restraint hardware, which is to be used with a 6’ lanyard.
B) Video Walls
Where working surfaces (regardless of type) are 6’ or greater and where installations and/or connections of video panel(s) are required and cannot be accessed by an aerial lift, one of the following options must apply:
• The use of two 6’ lanyards to ensure continuous connection is to be used; or
• The connection of a portable self-retractable lifeline (affixed to overhead light truss) and connected to the back D-Ring of the user’s harness.
C) Fixed Ladders
Where fixed ladders (6’ or greater) are part of booth design and do not prevent falls when climbing, a portable self-retractable lifeline is to be affixed over each ladder to the light truss and connected to the back D-Ring of the users harness. The use of space frame nodes will be utilized when a light truss is not available.
D) Two-Story Booths
A portable self-retractable lifeline affixed to overhead light truss or space frame node must be available and used for each worker laying down the deck of the second level. When the railings/walls of the second level are completed, the use of the lifeline is no longer needed.
E) Ladder Usage
When using a 6’ ladder near or around guardrails or drop offs, a distance of 6’ is to be maintained from the railing. This distance can become greater depending upon the height of the ladder being used. If a structure is to be assembled/dismantled less than 6’ from the guardrails or drop offs, a scissor lift is to be utilized during assembling/dismantling of the structure – such as the Crystal Palace glass railings.
A Baker type scaffold is prohibited for use where working levels exceed six (6) feet. Tubular scaffolding is permitted where the working level does not exceed 18 feet; working level must be fully planked; all guardrails in place, outriggers properly used; wheels locked while in use; and under no circumstances is the scaffold to be moved while it is occupied by personnel.
